Հայ Ժողովուրդը` ռազմավարական երաշխիք

Բազում դժուարութիւններու առջեւ կը գտնուի մեր հայրենիքը՝ մասնաւորաբար իր արտաքին քաղաքականութեան մէջ: Դժուարութիւններ՝ որոնք կը պահանջեն առաւելագոյն աչալրջութիւն շրջապատող եւ առնչակից հեռաւոր երկիրներու շահերուն առարկայական եւ իրապաշտ գնահատումին: Ինչ որ ըլլայ այդ գնահատումը, Հայաստան միշտ գտնուած է քաղաքական շահերու խաչմերուկին վրայ, եւ այդ պատճառով, կրնայ որեւէ ժամանակ վերածուիլ կռուախնձորի:

Թշնամիները հեռու պահելու առաջին պայմանը զօրաւոր բանակ ունենալն է, որ օժտուած ըլլայ արդիական եւ ժամանակակից զէնքերով՝ ոչ միայն դէմ դնելու թշնամիին յարձակումներուն, այլեւ զայն հեռացնելու հայրենիքի սահմաններէն: Այս պայմանը լրացնելու համար պիւտճէ է պէտք եւ զէնքի աղբիւրի այլազանութիւն:

«Տաք գլուխներ» արդար մտահոգութեամբ, բայց թերեւս անիրապաշտ առաջարկով յաճախ սեղանի վրայ կը դնեն կորիզային ռումբ ունենալու կարելիութիւնը եւ այդ ճամբով թշնամիները հեռու պահելու ռազմավարութիւնը:

Կայ սակայն կորիզային ռումբին չափ ազդու այլ կարելիութիւն մը, որուն մասին յաճախ կը խօսուի, բայց ոչ ռազմավարական դիտանկիւնէն՝ այդ ալ Հայաստանի բնակչութեան թիւի հարցն է: Մինչ բնակչութեան հարցը ռազմավարական կարեւորութիւն կը ներկայացնէ Հայաստանի համար, անդին արտագաղթի երեւոյթը դամոկլեան սուրի նման կախուած կը մնայ մեր հայրենիքի ապահովութեան վերեւ:

Բնակչութեան աճը կամ թիւը, որուն կ’ակնարկենք միաթիւ կամ երկաթիւ համեմտութիւններու չի վերաբերիր: Պարզացուած ձեւով հարց տանք: Արդեօ՞ք 5 միլիոննոց կամ 10 միլիոննոց ժողովուրդով Հայաստանի հետ նոյն ձեւով պիտի վերաբերէին նոյն թշնամի «դրացիները»: Կամ նոյնիսկ մենք՝ 5 միլիոննոց կամ 10 միլիոննոց ժողովուրդով նոյն ձեւի տատամսոտ ու անորոշ արտաքին քաղաքականութիւն պիտի ունենայի՞նք:

Արդ, զէնքի ու զինամթերքի եւ կորիզային ու ռազմագիտական հրթիռներու չափ կարեւոր է մեր ժողովուրդին թուային աճը, որուն կարեւորութիւնը միայն զինուորական չէ, եթէ ճիշդ գնահատուի`նաեւ տնտեսական բարիքի կը վերածուի:

Արդեօ՞ք իրագործելի առաջադրանք է բնակչութեան թիւի այս պատկերացումը կամ երազային ու պատանեկան ցնորք՝ ինչպէս կորիզային ռումբ ունենալու փափաքը (երբ տակաւին պարզ տրոններ չենք կրնար ձեռք ձգել):

Կը կարծենք որ ամէն բան կարելի է իրագործել, եթէ կայ կամքը եւ զայն հանգրուաններով ծրագրելու հեռատեսութիւնը:

Կ’արժէ մտածել, որ արդէն հայութեան թիւը աշխարհի տարծքին կը գնահատուի աւելի քան կամ շուրջ 10 միլիոնով, որուն միայն 2,5 միլիոնը կ’ապրին հայրենի հողին վրայ: Նախ պէտք է լրջօրէն մտածել հայրենադարձութեան մասին: Հայաստան պէտք է ունենայ եւ ամէնէն կարեւոր նախարարութիւններէն մէկը հանդիսանայ ՀԱՅՐԵՆԱԴԱՐՁՈՒԹԵԱՆ ՆԱԽԱՐԱՐՈՒԹԻՒՆԸ՝ կարեւոր պիւտճէով: Նոյնիսկ Հայաստան հայկական հիմնադրամը պէտք է գործէ հայրենադարձութեան նախարարութեան հովանիին տակ եւ հաւաքուած գումարներով ստեղծէ հայրենադարձութեան իրա՛ւ պայմաններ:

Սփիւռքը գոյացած է Հայաստանի մեծ մասին հայաթափումով: Ան Հայաստանի պարպումը կը յիշեցնէ եւ զայն, թէեւ հանգրուանային, համազգային միաւոր մը տեսնելու ճիգերը ինքնախաբէութիւն կ’արտայայտեն: Եթէ այս սփիւռքը չսկսինք Հայաստան փոխադրելու՝ «Շահնուրեան նահանջը» արդէն պատրաստ է: Սփիւռքը՝ Հայաստանի համար է եւ վերջ: Եթէ առարկուի ամբողջական Հայաստանի՝ բնականօրէն համաձայն ենք:

Արդէն դժուար առաջադրանքի մը առջեւ կը գտնուինք: Հայրենադարձութեան որեւէ կազմակերպուած շարժում ինքնաբերաբար կը զօրացնէ նաեւ ետին մնացող սփիւռքաբնակները:

Հայրենադարձութիւնը առաջին տուեալն է բնակչութեան թիւի աճին, բայց ոչ միայն ինքնակամ հայրենադարձութիւնը, այլ կազմակերպուածը՝ բոլոր գաղութներուն մէջ քարոզչական եւ իրաւ լծակներու ստեղծումով՝ առանց «խաբելու» փափաքողները:

Իբրեւ գործնական առաջարկ, նաեւ կարելի է Հայաստանի մէջ ստեղծել յատուկ առաքելութեամբ քաղաքներ, որոնք սկսած են ընդհանրանալ աշխարհի տարծքին (smart cities), ուր աշխատանքային պայմաններ կը ստեղծեն արդի հաղորդակցութեան եւ համակարգչային բոլոր արհեստագիտութիւններու ընկերութիւնները՝ գործ հայթայթելով թէ՛ հայրենաբնակ եւ թէ՛ սփիւռքաբնակ երիտասարդներու, որոնք պիտի ըսեն «ուրախ եմ որ կ’աշխատիմ եւ կ’ապրիմ հայրենիքիս մէջ»: Նման քաղաքներու բնակչութիւնը կրնայ հասնիլ 50-էն մինչեւ 100 հազարի, եւ նախընտրաբար զանոնք կառուցել մայրաքաղաքէն հեռու շրջաններու մէջ: (Այս ծրագրին մէկ առաջարկը կրնաք տեսնել ստորեւ՝ Armenia Smart City):

Պէտք չէ մոռնալ Հայաստանի բնակչութեան ռազմավարական աճի ամէնէն կարեւոր այլ օղակներէն մէկը: Մինչեւ հիմա կը խօսէինք Հայաստանի Հանրապետութեան եւ Արցախի Հանրապետութեան ապահովութեան երաշխաւորման մասին: Իսկ որքա՞ն պիտի զգանք անոր կարեւորութիւնը, երբ օր մը բացուի արեւմտահայաստանի թղթածրարը եւ եւ ամբողջական Հայաստանի համար ժողովուրդ ունենալու կարեւորութիւնը…

ARMENIA SMART CITY

A proposal by Varouj Tenbelian

A core area of ArmeniaTech Company’s (a fictitious name; a company to be formed according to Armenia’s laws) strategic planning is the creation of a new city: ARMENIA SMART CITY in a remote area in Armenia. ARMENIA SMART CITY will become a hub for technologies and businesses, start-ups, and international ITC companies.

In Armenia, emigration triggered by unemployment has negatively affected economic growth and the accumulation of human capital.

ArmeniaTech’s primary mission is to create new economic opportunities in Armenia, uplift and support the young Armenian workforce through increasing the quality of life and overall standard of living, in addition to improving the Armenian economy by generating new job opportunities and luring foreign investment.

ARMENIAN YOUTH WILL WORK AND LIVE IN ARMENIA SMART CITY

ArmeniaTech aims at developing a city that provides better standards of living and quality of life that gives access to advanced technology, ICT, and super high-speed internet, a city that is energy efficient by using clean energy sources, and finally a city that has a highly modernized public transport system, it is safe and secure and is also clean in terms of waste management. A city that will help Armenian youth say; “We’re happy that we could stay in Armenia”.

ARMENIA SMART CITY’s main objective is to create a framework that stops this brain drain and reverses the migration flow of the Armenian youth. It’s the city where young Armenian employees will get attractive salaries. When completed, ARMENIA SMART CITY is expected to accommodate around 100,000 people, mainly young couples, ICT experts, start-ups, and innovators, in general, living in 25,000 residential units and working in numerous adjacent offices.

The residents of ARMENIA SMART CITY will enjoy the comfort of many recreational amenities and facilities like swimming pools, cinemas, theaters, playgrounds, parks, nursing houses, and sports facilities in addition to green areas. The city will also have malls and supermarkets, hospitals, and schools. This High-Tech city will not only accommodate skilled young Armenian but also their wives and children creating another line of job opportunities in the City, where non-tech spouses can find work in the schools and nurseries.

ArmeniaTech will create special housing loan schemes for Armenian tenants in the City in cooperation with the government. If special agreements with banks could not be reached for loans, ArmeniaTech will secure cheap mortgages for young Armenian couples who prefer to work and live in Armenia’s SMART CITY.

ITC and tech giants like Apple, Samsung, and Microsoft will be there

It’s common knowledge that happy workers are more productive workers. For individuals living in this proposed city, the benefits are clear: ICT advantages, a higher standard of living that’s more comfortable and efficient than, Dubai for example, and in which the needs of young and productive Armenians are taken into account.

Imagine that most Armenian youth who migrate for work to earn more money abroad will stop doing so because their homeland is offering attractive jobs in a smart, clean, secure environment of their own. Salaries will also be appealing in ARMENIA SMART CITY because rents and home ownership will be cheaper while at the same time they will continue living in their homeland and close to their parents and friends.

• The proposed Smart City will be made up of smart buildings: homes and office spaces. Smart buildings can make the workplace considerably more comfortable, with smart devices streamlining lighting, temperature, and even music. The increased internet speeds in a smart building also allow the business to respond quickly or build technologies that can harness an increased data velocity, giving them a vital edge over their competition.
• New tech and businesses will directly spring up from ARMENIA SMART CITY, creating thousands of jobs and business opportunities. Moreover, the new technologies and enterprises employed to support our new city will inevitably prove to be a huge boost to Armenia’s economy.
• ARMENIA SMART CITY will also attract international scientific and business attention and a niche market will be evolved engaging almost all business sectors and creating huge employment opportunities.
• ArmeniaTech will negotiate with ITC and tech giants like Apple, Samsung Electronics, Amazon, Foxconn, Alphabet Inc., Microsoft, Hitachi, IBM, Huawei, Dell, Sony, Panasonic, Intel, Hewlett Packard, and Cisco Systems to invest and establish regional offices and centers in ARMENIA SMART CITY.
• The ripple effect of the futuristic SMART CITY and its economic rewards will cross the borders of Armenia and will be felt in the neighboring countries and the region in general.
• International call centers will find ARMENIA SMART CITY more business-friendly and cost-effective. Rents in the City will be more affordable. The fact that most Armenians speak many foreign languages can make Armenia the call center of the Caucasian region.
• Banks, insurance companies, travel agencies, gyms, and sports chains will be interested in investing in a new city of 100,000 inhabitants that are potential clients.

Efficient infrastructure

The infrastructure of the proposed Smart City is a crucial step toward efficiency and sustainability.

• Though gas and electricity will become part of the proposed infrastructure, ARMENIA SMART CITY will rely on sustainable energy sources.
• ARMENIA SMART CITY will provide super high-speed internet through its fiber optic network.
• In addition to waste and recycling collection services, ARMENIA SMART CITY will offer food waste collection services to all of the city residents, while smart ticketing for littering violations on streets will keep the city even cleaner.
• Security will be a primary concern for city management. While ARMENIA SMART CITY will be planned like a gated community, CCTVs, IoT (Internet of Things) technologies, sensors, and low-power, wide area (LPWA) networks will be applied in ARMENIA SMART CITY, giving city administrators a much more detailed and up-to-date picture of what is happening in the city.
• The City will comprise a smart transport system, as well as safer roads and reduced congestion. Nowadays, transport is a huge strain as the population increases in urban areas. Optimizing travel with smart traffic lights or even using smart, self-driving cars in the future will reduce wasted time and energy. The result for businesses will be that employees will avoid being delayed on their journey to work. Employees will also be able to travel much easier throughout the city with less time wasted in traffic or delayed public transport, easing travel and meaning their time can be used more efficiently.
• The City will have huge potential to drastically improve the experience of living and working and the ripple effects for business will be by-and-a-large positive. Businesses will inevitably see an increase in their profits, sustainability, and efficiency, causing a boost to Armenia’s economy and many industries overall.

Funding and financing ARMENIA SMART CITY

To make the vision of smart cities a reality, ArmeniaTech will secure a plot not less than 1-3 million square meters in a remote area in Armenia.

1. Initially, $… million equity will be generated through ArmeniaTech to purchase the land. It is expected that private-sector investors will join ArmeniaTech with equity shares.
2. Once the plot is purchased, ArmeniaTech will launch a personalized marketing campaign to lure both local and international investors to the City. These investors would become part of the funding process by leasing office spaces and renting flats in the City. The income generated from the lease contracts will be injected into the construction phase of the project constituting another vehicle of financing.
3. Actually, any investment agreements in the main three sectors of the city (smart, clean, and secure) will contribute to the cash needed for the construction.
4. A government contribution will also be secured for financing the infrastructure. Public-private partnerships (PPPs) and revenue-sharing agreements will be made for funding and financing the infrastructure of the city.
5. The ROI for the government is explicit. This visionary project will create jobs and attract investors, which will contribute to the GDP growth of the country. It will also contribute to creating social and economic stability, as most of the unemployed Armenian youth will find job opportunities in ARMENIA SMART CITY.

The design of the city to resemble its Armenian identity

The task of envisioning a successful and sustainable Smart City involves creativity and planning; and ArmeniaTech would delegate a highly respected Armenian architectural firm to design the
city.
